Due to attacks on groups of people in the public sphere, measures must be put in place to minimise the risk of ramming attacks by multi-lane vehicles. These construction measures should represent alternatives to previously used bollard solutions. In addition, temporary solutions are required, as due to changed security situations, very quick measures to protect the population must be put in place or appropriate precautionary measures must be made for events and markets.
Effective solutions for the City of Vienna with high innovative potential that are suitable for every day, reinforce the population’s subjective feeling of security and that are compatible with the city’s image. These solutions should be implemented on strongly-frequented, attractive places such as public squares, shopping streets and even at events and markets with the objective of minimising the risk of ramming attacks by multi-track vehicles.
As part of Priority 1, we are looking for definitive measures, whereby their incorporation into the local cityscape is an important factor in addition to the security aspects. Priority 2 covers temporary measures that can be set up with low effort in a short time and disassembled again.
A lorry of 7.5 tonnes and an impact speed of 50km/h is specified for the dimensioning of the innovative ramming protection elements. The ramming protection elements being sought as part of the challenge can also be implemented in such a way that allows destruction in the event of an attack, provided this does not result in additional danger (splinters) for people.
Other framework conditions are the provision of access to emergency vehicles in specific areas and the guarantee that large crowds of people will be able to escape at any time in the event of danger.
Another objective of the challenge for innovative ramming protection elements is their certification, so that primarily the mobile elements corresponding to the current security situations can be implemented rapidly.
It is in the interest of the City of Vienna to implement the construction of the developed solutions. During the creative process, it will be possible to draw on the knowledge and experience of a working group well-versed in dealing with “safety in the public sphere” as well as the professional capacities of the responsible authorities and also some of the future builders and recipients of these protective measures.
A cash prize of max. €5,000 (incl. VAT) is available for selected solutions.
